With reference to paragraph 5 of my Despatch

No. 29 of the 3rd. February, I have the honour to refer for your

authority the following arrangements for the filling of the post of

Assistant Harbour Master which is now vacant temporarily owing to the appointment of Captain C. W. Beckwith as Acting Harbour Laster vice Captain B. R. H. Taylor absent on three months' vacation leave,

which I was unwilling to deny him owing to his unsatisfactory state

of health.

The circumstances are screwhat unusual. Previous

-ly when the vacancy occurred, the acting appointment was given to Mr. E. Jones, but the recent defalcations at the Harbour Office the subject of the Despatch under reference, reflected in my opinion so seriously on that Officer's capability that I am willing to en- -trust him again with the charge of this important Department during the necessarily frequent absences of the Harbour Liaster from his

office.

I have been unable to find an Officer who can

devote the whole of his time to the Harbour Department and I have therefore decided to put the Assistant Harbour Mastership in commission, Mr. Jones to perform the technical and routine duties, and Mr. R. 0. Hutchison, the Superintendent of Importa and Exports,
